December 8 Meeting Highlights

Grey County Council met on December 8, 2022, at 10:00 a.m. in the Council Chamber and virtually through Zoom. The meeting was immediately followed by a session of Committee of the Whole. Recordings of the meetings can be found on Grey County’s YouTube Channel.


County Council

  • Council accepted the minutes of the November 10 County Council and Committee of the Whole meetings, including closed meeting minutes. Council Committee of the Whole
  • Council accepted the minutes of the Long-Term Care Committee of Management meeting dated November 8, 2022, including an operational report, a director update, and plans for a new boiler for Grey Gables. Minutes

Committee of the Whole

  • Council heard a presentation on the launch of the new Grey County website.
  • Council received the following consent agenda items:
    • Correspondence from the Solicitor General re: Community Safety & Well-Being Planning, dated November 18, 2022 Correspondence
    • Correspondence from the Minister of Municipal Affairs and Housing re: the More Homes Built Faster Plan, dated November 4, 2022 Correspondence
    • Ontario Land Tribunal Appeals List Report
    • An update on Grey County Joint Accessibility Advisory Committee Membership. Six public members were re-appointed for 2022 – 2026. Update
    • A report on the updated development charge rates effective January 1, 2023. Report
  • Council received a report on the Grey Transit Route from Stephanie Stewart, Community Transportation Manager and were presented with several options for continued funding. After considerable discussion, Council voted to cancel Route 6, effective March 31, 2023, leaving existing service on the other five routes. Council expressed an interest in continuing to discuss other funding options with neighbouring counties and external partners. Report
  • Council voted to award a single-source contract for $100,400 to Origin Studios to complete design services for the remaining three sections of the Grey County Gallery at Grey Roots Museum & Archives. Details
  • Council heard four reports from the Planning Department:
    • A report on the proposed Delbrook subdivision in Grey Highlands was approved for information. Report Presentation
    • An addendum was made to the final report on the Long Point Subdivision in Town of the Blue Mountains, indicating that all submissions on the plan were considered in the decision-making process. Council approved the final plan. Addendum Presentation
    • A revised plan for the Blue Vista subdivision in Town of the Blue Mountains was approved. Plan Presentation
    • Council supported an addendum to the Loon Call Final Report, proposing redesignating a portion of the subject lands from ‘rural’ to ‘primary settlement area’. Addendum Presentation
  • Council received a presentation from Liz Buckton, Senior Planner, on the County of Grey’s comments on the Provincial Review of ‘A Place to Grow and Provincial Policy Statement’. These comments will be forwarded to the Province, as well as a request to provide a further comment period on the release of an amended statement. Presentation
  • Council received and approved a report on committee and board appointment, including councillor appointments to the Board of Health, Federation of Agriculture, and Niagara Escarpment Commission. Report
  • Councillor Mackey and Councillor Grieg were appointed as third and fourth alternates to act in the absence of the Warden and Deputy Warden during an emergency.
