December 11 Meeting Highlights
Grey County Council met on December 11, 2025 in the Grey County Council Chamber and virtually on Zoom. The meeting was immediately followed by a session of Committee of the Whole. A recording of the meeting can be found on the Grey County YouTube Channel.
County Council
- Council accepted the minutes of the November 27 Grey County Council and Committee of the Whole meetings, including the closed session minutes. Council Committee
- Council passed By-law 5262-25 to confirm all actions and proceedings of the Council. By-law
Committee of the Whole
- Council moved to direct the Joint Municipal Services Committee to explore the possibility of joint library services.
- Council heard a presentation from Saugeen Hospice representatives Maurice Voisin, Chuck Boulianne, and Ken Brown regarding the plans to create a new hospice facility in Brockton. Letter Presentation
- Council adopted the Budget and Finance Committee minutes dated November 26, 2025, and endorsed resolutions including receiving a report on the 2026 draft budget and forwarding the 2026 draft budget to County Council for consideration. Minutes
- Council heard a presentation from Deputy CAO Niall Lobley highlighting concerns about the proposed provincial Conservation Authority consolidation. County staff, supported by Grey Sauble Conservation Authority CAO Tim Lanthier and Saugeen Valley Conservation Authority General Manager Erik Downing, answered Council questions about the proposal but many require further information from the province. Council directed staff to submit comments to the Province and request assurance that the new Ontario Provincial Conservation Agency will not be funded by municipal Conservation Authority levies and requested that further changes be paused until additional analysis is conducted. - Council supported the proposed boundary adjustment between the Municipality of West Grey and the Town of Hanover, subject to approval by respective councils. The proposed adjustment would bring additional lands into Hanover from West Grey in exchange for payment over 20 years. The additional lands will support future development which will benefit both municipalities, the County, and the region as a whole. Report
- Council endorsed the Team Grey Memorandum of Understanding, supporting regional economic development and investment readiness. Council authorized staff to circulate the memorandum to all Grey County member municipalities for consideration and signing. Report MOU
- Council received a status update on the County's Growth Management Strategy and supported preparation of a final draft for County Council's consideration early in 2026. Report Presentation
- Council endorsed committee appointments for 2026 including the Warden's appointment to Alternative Land Use Services (ALUS) and the Clean Energy Frontier Program. Report
- Deputy Warden Milne gave notice of motion for the next council meeting regarding the proposed dissolution of the Budget and Finance Committee following adoption of the 2026 budget.
