Glenelg Phase 3 Subdivision

Overview of Development: The County has received an application for a plan of subdivision known as Glenelg Phase 3 (County file number 42T-2022-08). The proposal would create blocks of land for 400 residential units, consisting of 300 single-detached dwellings, 24 semi-detached dwellings, and 75 townhouse units. Access to the site is proposed through two internal connections via the extension of unnamed municipal roads (Street A and Street C), as well as the extension of Bradley Street to the south.

A redline revision application has also been submitted to modify the draft-approved Glenelg Phase 3 Subdivision. The revision proposes to remove the public school block from the approved draft plan. Due to the significant need for school space in Dundalk, the School Board intends to prioritize construction of the school, and the Township has provided conditional approval for the severance of the school lands to facilitate development. As a result, the subject application also seeks to amend or remove several draft plan conditions, as the school site is proposed to be excluded from the draft plan.

What does it mean if a subdivision has been draft approved? The plan of subdivision has been draft approved by Grey County. The applicant must fulfill all conditions laid out in the decision before the subdivision enters the final approval phase.

What types of conditions need to be met by the developer? Conditions will normally include such matters as detailed design of storm water management and engineering reports by the applicant’s consultants, the signing of a Subdivision Agreement with the host municipality, provision of Letters of Credit to guarantee completion of work associated with the development, and other items intended to ensure that the development will be carried out in a manner consistent with the public interest.

What is the timeline and next steps? Depending on the work that must be carried out, or on the priorities of the applicant, considerable time may lapse between draft approval and final approval. During this time, there may be requests (from the applicant or host municipality) to modify the conditions of draft approval. If the changes are not considered minor, notification to all persons or public bodies that previously made written submissions, or requested notification of changes, must be carried out. 

When all the conditions of the draft approval have been cleared by the municipality and agencies, final approval of the plan of subdivision will be granted by the Director of Planning. The final approval process can be done all at once or in phases.
