Purposes / Responsibilities
Grey County Council is made up of the mayors and deputy mayors of Grey County’s nine member municipalities. These 18 councillors represent the best interests of Grey County as a whole and each year a Warden is elected as the head of council.
Grey County Council develops and evaluates policies to ensure Grey County services meet resident needs. Council is also responsible for the financial integrity of the municipality and many other duties. Full details can be found in the County’s Procedural By-Law.
County Council typically meets twice a month to discuss and approve the minutes and motions passed during the previous Committee of the Whole. On occasion, some items may bypass Committee of the Whole.
All 18 Grey County councillors attend committee of the whole meetings. Each councillor has the opportunity to participate in discussions and forward recommendations for all areas of Grey County business.
A session of Grey County Council is held before each committee of the whole meeting. Council reviews and votes on the decisions made during the previous committee of the whole meeting. Bylaws are also passed during County Council.

A primary function of Council is to ensure the effective management of the affairs of the Corporation of the County of Grey.
Grey County’s model of administration follows the Municipal Act in the establishment of a Chief Administrative Officer (CAO) position as the head of the administrative arm of the county government. The CAO is responsible to Council to administer the business affairs of the County in accordance with the policies and plans established and approved by Council.
The hiring of the CAO is one of the key responsibilities of Council. The CAO is the only position that Council is directly responsible for hiring.
Council is responsible for the evaluation of the performance of the CAO. The CAO Performance Evaluation Committee is delegated the responsibility of overseeing the process on behalf of Council.

The Grey County Joint Accessibility Advisory Committee typically meets four times per year with more meetings as needed. This subcommittee reports to Committee of the Whole. It advises County Council about ways to ensure County services and spaces are accessible.
This committee meets requirements of the Accessibility for Ontarians with Disabilities Act and Ontarians with Disabilities Act. Membership includes 50% plus one person with disabilities. One member of County Council sits on the committee and the rest are public members.

Municipal long-term care homes must have a governing body to act as the Committee of Management under the Long-Term Care Homes Act, 2007 (LTCHA).

Public meetings and open houses give residents and stakeholders opportunities to learn about specific projects and proposals and share their feedback. Some public meetings are required by law and others are hosted by Grey County to listen and learn from residents.
