October 9 Council and Committee Highlights

Grey County Council met on October 9, 2025, in the Grey County Council Chamber and virtually on Zoom. The meeting was immediately followed by a session of Committee of the Whole. A recording of the meeting can be found on the Grey County YouTube Channel.

County Council

  • Council accepted the minutes of the September 25 County Council and Committee of the Whole meetings.  Council  Committee
  • Council accepted the minutes of the September 18 Long-Term Care Committee of Management meeting. Director Cornell shared highlights from the meeting including the introduction of Teri Fischer as the new Rockwood Terrace Executive Director, with previous Executive Director Karen Kraus shifting into a new role which focuses on preparing the home to move into the new Rockwood Terrace home when construction is complete in 2027.  Minutes
  • Council accepted the minutes of the September 24 Long-Term Care Redevelopment Task Force meeting. Director Cornell shared highlights from the meeting which included a tour of Rockwood Terrace construction site. During this meeting, the committee discussed purchasing furniture, fixtures and equipment for the new home. The committee also discussed the anticipated staffing levels and added costs of operating more beds when the new Rockwood Terrace is operational. Stormwater infrastructure upgrades were also discussed with the committee recommending a $1.2 million investment in a cost sharing agreement with West Grey.  Minutes

Committee of the Whole

  • Councillor Greig introduced a notice of motion objecting to a recent decision by the Province to ban municipalities from using automated speed traffic cameras. Councillor Greig also raised concerns that these decisions prevent municipalities from governing their own affairs. Council voted in favour of the motion which will be circulated to the Ministry of Transportation and the Premier. Grey County will also request local MPPs Brian Saunderson and Paul Vickers support for Grey County’s position.
  • Council awarded a tender to Domm Construction to build a new paramedic services base in Feversham at a cost of $2.16 million. The new base will improve response times in southeast Grey and help meet rising call volumes. The tender came in above budget and staff will work with the contractor to find potential cost savings. The build will be included in the 2026 draft budget. Report
  • The Supportive Outreach Services (SOS) program is receiving additional federal funding up until March 2026. Council supported a staff recommendation to use the additional funding to pay for four social navigators to perform outreach in downtown Owen Sound, based on recent engagement with the downtown business community. The social navigators will help marginalized and unhoused individuals in the downtown River District to access appropriate services. They will also support the downtown business community with concerns related to public drug use and other issues. It will be led by Safe ‘N Sound. Report
  • Council accepted the minutes of the September 18 Joint Municipal Accessibility Advisory Committee. This meeting included the 2025 Grey County accessibility compliance report, proposed design of pedestrian facilities and rest areas on Grey Road 12 in Markdale, the West Grey Multi-Year Accessibility Plan and more.   • Council received the minutes of the September 24 Budget and Finance Committee Meeting. The meeting included discussions around budget assumptions and timelines, and 2026 and 2027 staffing requests. Minutes
  • Council accepted the minutes of the September 26 Joint Municipal Services Committee meeting. Deputy CAO Lobley provided a summary of the meeting which included discussions around regional waste management, shared human resources, and healthcare recruitment. The committee also recommended including $250,000 in the 2026 budget to complete a regional waste management plan. Minutes
