Proposed Official Plan Amendment #110 - Housing Policies 
In 2010 the County Housing and Planning departments undertook a joint Housing Study to address the housing needs of the County, and to provide recommendations for a further housing policy beyond what was included in the County’s Five Year Review Official Plan Amendment #80. The Study provided ‘a snapshot’ of the current housing ownership and rental levels within the County, while also projecting the County’s affordable and Social Housing needs to the year 2031. Public and Municipal input was garnered prior to the completion of the Study. Copies of Phase One and Phase Two of the Housing Study can be found at the links below:

The six key policy objectives recommended by the Housing Study are as follows:
- Increase housing choice & densities;
- Provide definitions of affordable & social housing;
- Increase availability of affordable housing units;
- Decrease wait-time for social and special needs housing;
- Upgrading and maintenance of rental & social/special needs housing stock; and
- Increase supply & choice of seniors housing.
Many of the above objectives directly relate to planning policy and the need for more affordable and social housing, increased density, and greater choice in home ownership or rental housing across the County. A number of the above objectives could be implemented through new policy in the County Official Plan. The draft policies below would amend the County Plan to further implement a number of the policy objectives described above.
It should be noted that the draft policies in Official Plan Amendment #110, are proposing to amend the policy in Official Plan Amendment #80, which was approved by the Province, but is still under appeal to the Ontario Municipal Board. Although Official Plan Amendment #80 is under appeal, none of the appeals relate specifically to Section 1.8 – the Housing Policy provisions, or those other Sections being amended by the proposed Official Plan Amendment #110. A decision on Official Plan Amendment #110 will not be rendered until the Ontario Municipal Board has rendered a decision on the County’s Five Year Review Official Plan Amendment #80.
